Revised Should Question: Should the Obama administration double foreign aid funds for Africa?

As I feared, my first Should question was far too broad and it looked like there was a near consensus on the answer (where’s the fun in that debate?) So I looked at the sources I had and created a question from the issues those addressed. I think this one will be more debatable and have more gray areas to discuss.

Should the state department of the Obama administration double foreign aid for Africa?
